What is the babySTEPS Fund?

Is a new Ameritrade Account I opened using the gift money for my son. I prefer to call the account babySTEPS because he just started to walk. I also consider it a FUND in that I will treat it as a LONG/SHORT Fund with all the money management and risk restrictions of a managed fund.
